Do you need to know how to program for the 8x8 matrix?
Yes, at least a little. The WS2812 matrix at €5.99 is driven from an Arduino or ESP32 board with a library dedicated to addressable LEDs. If you want an immediate result without writing any code, go for the pixel frame at €26.99 or the app-controlled panel.
16×16 or 32×32, which version should you choose?
The 16×16, i.e. 256 pixels, suits an icon or a small sprite viewed from a metre away. The 32×32, i.e. 1,024 pixels, allows readable text and detailed animations: that is the size to take if the panel is seen from a distance or if it also serves as a wall clock.
Do these panels use a lot of power?
Power draw depends on the number of lit LEDs and on the brightness. A 64-LED matrix at full white can call for several amps at 5 V, which is why a dedicated power supply is preferable to the USB port of a board. In decorative use at reduced brightness, consumption stays far lower.
